Hospital turnover is not complete when construction ends. The owner must be able to locate, verify and use the information required to commission, inspect, operate and maintain the facility.

Use this scorecard with your facilities, construction, commissioning, compliance and clinical-operations teams. Score each statement based on what your team can verify today—not what someone expects to deliver later.

• 2 — Verified: Complete, current and easy to retrieve
• 1 — In progress: Partially complete or dependent on manual follow-up
• 0 — Unknown: Missing, unverified or controlled outside the owner’s governed record

Life-safety, infection-control and inspection records can be retrieved without reconstruction.
Roles and permissions are controlled by the owner.
Records are date- and time-stamped with a visible audit history.
Missing information has an assigned owner and due date.
Facilities personnel can retrieve critical knowledge without calling the project team.
Turnover information can move into operations without a new data-cleanup project.
The owner retains the governed record after contractors and consultants leave.
The facility can support future renovations with verified historical knowledge.

24–30: Turnover-ready The foundation is strong. Validate remaining exceptions and confirm long-term owner access before final acceptance.

15–23: Knowledge at risk Important information exists, but gaps or dependencies could delay inspections, training, activation or operations.

0–14: Recovery likely The owner may be approaching turnover without a complete, governed operational record. Establish ownership, standards and deadlines now.
